The NASA SEWP V (Solutions for Enterprise-Wide Procurement) is a GWAC (Government-Wide Acquisition Contract) vehicle, which provides the latest in Information Technology (IT) products for all federal agencies. The Office of Management and Budget (OMB) designated the National Air and Space Administration (NASA) as the executive agent to administer the contract on behalf of all federal agencies under the authority of the Information Technology Management Reform Act (ITMRA) of 1996, now the Clinger Cohen Act.

AATD qualifies as a Service Disabled Veteran Owned Small Business (SDOVOSB) which allows procuring agencies to set acquisitions aside for exclusive competition among SDVOSBs and to make sole source awards to SDVOSBs under certain conditions (Code of Federal Regulations (CFR) 13 C.F.R. § 125.8-125.10).

AATD qualifies as a Small Business Administration (SBA)-certified 8(a) minority owned small business. This allows sole-source contracts, up to a ceiling of $4 million for goods and services and $6.5 million for manufacturing. SBA 8a status also allows AATD to form joint ventures and teams to bid on 8(a) set-aside contracts.

AATD’s NATO Basic Ordering Agreement (BOA) has an unlimited period of performance, no ceiling, maximum flexibility, and is available now for virtually any service and/or product. This vehicle provides host nations with an accelerated and cost-effective acquisition method for Commercial-Off-The-Shelf (COTS) products and services.

AATD is a subcontractor to a prime on the Network-Centric Solutions-2 (NETCENTS-2). NETCENTS 2 is a primary source of netcentric and IT products, services, and solutions. Use of the NETCENTS-2 contracts (except ITPS) is mandatory for Air Force organizations as the contracts are awarded.
